Background 

For centuries, long before political boundaries were established, pastoralists inhabiting the arid and semi-arid lands (ASALs) of the Horn of Africa (HOA) region were able to mitigate drought and other uncertainties including marginalization in access to natural resources with mobility and trade as their core coping mechanisms. Thus the lands and the people in the countries of the HOA region are not necessarily defined by political borders. While each individual country may have its own specific priorities, the communities that inhabit cross-border areas face common challenges and are often interconnected through, inter alia, natural resource sharing, livestock movement, regional trade and trans-boundary human and animal diseases. Communities in the ASALs collaborate across borders to exploit resources, to share similar social institutions and engage in a range of other cross-border activities. Similarly, the common problems, such as drought and other shocks and ecological challenges, which lead to vulnerability cannot be tackled through national programs alone as they demand cross-border collaboration and coordinated interventions. The unifying factors, including space, water and pasture, markets and infrastructure; and the less tangible, including institutions and social capital; as well as common challenges, such as vulnerability to drought and conflicts, are all typical entry points that form ideal targets when considering cross-border development.

Purpose of the workshop

The workshop responds to the Steering Committee Recommendations expressed in the 3rd and 4th Meetings held in Khartoum (November 2014) and Addis Ababa (March 2015), respectively: 

  • IGAD to produce a concept note for the establishment of Cross-border Development Facilitation Units to coordinate activities in the execution of cross border projects being implemented in cross-border areas  of the IGAD region 
  • IGAD to identify areas in arid and semiarid lands where  vulnerable cross-border  communities  exist  and  design appropriate frameworks for cross border cooperation in development interventions in all the affected neighboring member states.
  • Review examples and aspects of cross-border cooperation and identify the challenges and opportunities that affect development
  • Examine the proposals for the establishment of a cross-border development facilitation unit
  • Provide an opportunity to build a common understanding among on how to plan and implement resilience-enhancing investments in cross-border areas of the IGAD – region.
  • Discuss a technical framework for building resilience through integrated humanitarian and development interventions in cross-border areas
  • Discuss the modalities of cooperation in the management of interventions in cross-border areas. 
  • Review sample agreements between the countries on cross-border cooperation
  • Share cross-border experiences and studies
  • Discuss and agree on common cross-border area nomenclature
  • Identify criteria for the selection of priority cross-border areas for implementation of IDDRSI 
  • Discuss the way forward for the establishment of the cross-border development facilitation unit
