Policy Framework on the nexus between Informal Cross-Border Trade & Cross-Border Security Governance

Abstract:

The policy framework establishes a strong nexus between Informal Cross-border Trade (ICBT) and Cross-border Security Governance (CBSG) and recommends for policy shifts in how ICBTis managed in the IGAD region to improve CBSG. In doing so, it recognizes the contributions of ICBT to the livelihoods and resilience of borderland communities and by extension to human security. The policy framework also emphasizes the inseparability of human security and State security concerns.The framework and its recommendations are the outcome of a long deliberative and consultative process driven by CEWARN and partner organisations by involving borderland communities, the IGAD Secretariat and its various agencies, IGAD Member States, civil society and academia.
