Mandera/Moyale, May 12-15 2025 — The Intergovernmental Authority on Development (IGAD), in collaboration with GIZ and national stakeholders, successfully convened Cluster Coordination Meetings in the Mandera and Moyale cross-border regions under the Peaceful and Resilient Borderlands Programme (PRBP). The meetings served as strategic platforms to evaluate ongoing interventions, strengthen collaboration, and reinforce coordinated responses to shared cross-border challenges.
The meetings brought together representatives from IGAD Member States, regional administrations, technical experts, and community actors to assess coordination frameworks aimed at enhancing peace, resilience, and socio-economic development in fragile borderlands. Deliberations focused on fostering inclusive governance, strengthening cross-border institutional mechanisms, and promoting the sustainable use of natural resources.
Key thematic areas included climate resilience, peacebuilding, early warning systems, and livelihood development. Presentations highlighted regional initiatives such as the PRBP, FAO’s PLACE-AFRICA programme, and the EU-funded BORESHA-NABAD project. These initiatives are designed to build adaptive capacity in pastoralist communities, promote income-generating opportunities, and facilitate cross-border cooperation.

Participants underscored the importance of harmonized policy frameworks, multi-level coordination, and community-driven approaches to ensure long-term sustainability. Discussions emphasized the relevance of strengthening communication across regional and national platforms, institutionalizing coordination structures, and enhancing the inclusion of women, youth, and marginalized groups in decision-making processes.
The meetings also reaffirmed the value of integrating coordination mechanisms into existing national systems and fostering joint action through inclusive platforms such as the Project Steering Committee (PSC), Project Technical Committee (PTC), and Cluster Coordination Platforms (CCPs). Stakeholders advocated for regular cross-border engagements, improved information sharing, and enhanced capacity-building to ensure effective implementation and impact.
